Upgrading the HQ

I want everyone's opinion on this
As I continue to upgrade the technologies in our HQ, what would you guys like more.
Ration Consumption (lvl 4)

Armor Unit Defense (lvl 1)

Just so you all know. Hannibal will be coming back to the combine, but is going to work on making friends in the H.O.W. combine so he can get them to ally with us. While he's there he's building more troops and veterans to become stronger and be able to help in MC takeovers. This is a good thing and I am with him on this matter. He's a good guy and keeps his word as we all have seen in DD. So let him do what he must and expect him back soon.
